[Talk-GB] [talk-gb] No HGVs except for loading / access

Hi all

Common near me is a round prohibition sign showing an HGV with 7.5t inset
<https://wiki.openstreetmap.org/wiki/File:UK_traffic_sign_622_1A_(2011).svg>,
with exception plate beneath reading 'Except for access' or 'Except for
loading'.

Does anyone know...

1. Is there a meaningful legal difference between these two exceptions?
2. How to tag? I'm using maxweightrating=7.5 for the sign, but not clear
how to code the exception in addition.
