[Talk-GB] Post Box Last Collection Times

I think a mass change is probably going to be frowned upon (some will
already have been updated).

There is a StreetComplete collection time update quest. The wiki says the
resurvey interval is a 2 years. If there has been a big change with Royal
Mail boxes it might be possible to get a special case added to flag theirs
early?
