[Talk-GB] UK Tasking Manager

Hi Dudley

The tasking manager is probably a bit much, if it's just for a
one-person scan. It's really intended to help break the task down so
multiple people can do it without overlapping.

In case you don't already know it, I'd definitely recommend the
"MarkSeen" plugin for JOSM, which helps you to scan an area without
going over areas you've already seen. Helps me not to go crazy.
