I would be a bit cautious when using OS Open UPRN as a source for
locations of new builds. I don't know what they use as a source but it
seems to be wrong on some new builds. [1]
It would be interesting if we were monitoring OS Open UPRN though, new
UPRNS would identify areas that we should check. As you noted, it's
fairly easy to identify a residential area just by the placement of the
UPRNs, but also if a building goes from having one UPRN to a multiple
it could be an identifier for it turning into apartments.
