It is a difficult issue and certainly not one that the OSMF will get 
over reasonably quickly; first discussions about moving the OSMF out of 
the UK were something like five or six years ago I think. In fact, 
trying to solve this quickly is probably a recipe for disaster, just as 
putting your head in the sand and ignoring the issue is. Both would 
probably lead to the OSMF being accused of a lack of foresight and/or 
strategic leadership.

(And, introducing an asset lock by "paying a £35 fee and becoming a CIC" 
would mean the end of any plan of moving; so this is something that can 
be considered once a decision has been made that we never want to move. 
Doing it before such a decision has been reached would be reckless.)
