Quite right about tippy toes.

I think the law is a mess in this area - wheelchairs and push chairs are 
not covered. The age of a user is not covered.

To my mind the Highways Act of 1835 was written before wheeled personal 
devices were invented, and has been stretched in the meaning of 'rider' 
beyond where it ought to go.

The highways Code is supposed to give guidance - but as we have 
discovered there are many relevant wheeled objects which are not guided.

I also think that OSM is not brilliant in how to tag - with highways the 
tagging has developed over time and favours the legal definitions, 
whereas the practical is not included.
