As you say it could vary by local authority where common sense is used 
by some.
I'm struggling to see how it's sensible to enable speed increases on 
approaches to junctions.

Which road is this referring to?

Mill Lane appears to be an isolated cul-de-sac & cycle path.

Is this name accurate?

If the TRO refers to Fullbridge, then it's not a junction.
