[Talk-GB] Tagging standard for Cyclehoop bicycle hangars

The name suggestion index has a very good explanation on their Github
readme that has a video demonstrating how it works with the id editor and
lots of other editors are supported including JOSM

I think the tricky part is Cyclehoop the brand or the operator or sometimes
both? My suggestion of a brand preset is because it is their branded
Bikehanger that is being used, however depending on the borough Cyclehoop
may be the operator or the borough like Hackney for example may manage it
themself - is that a correct summation? Though the Cyclehoop branding on
the hangars is quite minimal if not absent however many are branded with
Bikehanger the name of the product.

It is also possible to create an operator preset though that would mean
creating separate ones for the boroughs that manage it themselves.
