[Talk-GB] Changing place types arbitrarily

I think that we should ignore our dislike for the meaning of the term
'quarter' and see it for how it is used in OSM elsewhere in the world "part
of a bigger settlement where this part is smaller than a suburb"

give a loose hierarchy  town/city -> borough/suburb -> quarter
-> neighbourhood.

I'm not a fan of categories and hierarchies in OSM at the best of times, so
don't shoot me.
