[Talk-GB] Import proposal: Global ML Building Footprints for Nottinghamshire, UK

These buildings are already available in the RapiD editor (a fork of 
iD), though annoyingly you can only add up to 50 objects between saves.

Here's an example location in Nottinghamshire, Mansfield:

I wouldn't recommend an import as some buildings need realigned or 
rotated - if you're lucky then they are all consistently wrong and you 
can then shift + click to select them, then move or rotate in bulk. Plus 
a lot of them are garages rather than houses and should be tagged as such.

But it's a decent dataset and doing it in RapiD also helps you notice 
other things to fix in the area.
