I think you would also need a guard band around existing buildings of 10
to 20m, to allow for alignment issues, possibly with an exception for
buildings that were imported from this source and unmodified (to allow
for incremental processing without leaving gaps at the boundaries.
I think one also needs to apply similar rules for other feature, e.g.
roads, foot ways, and cycle ways. Although buildings can go over roads,
it is relatively unusual, and ought to be done as subject to survey, not
automatically.
More of an issue is where the existing building is only mapped as a
point, particular if the point is the entrance. As that could cover a
lot of cases, it needs some thought.
