That name would make sense if the B4063 was the old A40, otherwise this 
could be an unusual example of a bypass named after what it goes through 
rather than what it doesn't.


BTW "Old  Axx" is a common local name, e.g. everyone around there refers 
to the "Old A38 <https://www.openstreetmap.org/way/173232856>" and not 
"Old Ashburton Road" near Buckfastleigh.  I wonder if we ought to tag 
those too, with mainly/only oral usage to go by.


Another oddity is deprecated (semi-)official names - a big roundabout 
near me <https://www.openstreetmap.org/way/3399180> is officially "Wick 
Wick", but always referred to by the former name "Willy Wicket", 
matching the pub.  The bus stops are also retain the old name.
