I can see that the hard-standing where I choose to park my car on my own 
residential property might be mapped as land_use=vehicle_space, but how 
does it become an "amenity"?

For residential properties I can't see any reason to map any part of it 
as a Car Park.

For commercial properties it is obviously useful to know that there is 
parking space for customers, and presumably businesses would welcome a P 
to indicate that.
