As Mark Goodge pointed out, the authority responsible for road names is the
authority responsible for planning applications. That is not necessarily
the Highways Authority. This Local Council planning department will have a
documented way of creating street names, and must hold a definitive list of
street names. They make this available nationally via the "National Street
Gazetteer''. The "National Street Gazetteer" is the definitive source of
street names. It can be viewed via the findmystreet website, but I believe
it has copyright blocking use in OSM? The National Street Gazetteer gives
the name of the road in question as Clacton Road, which is the official
name. Link below

An individual or group may think a street name in the Gazetteer is wrong,
but the Gazette legally provides the official name.
