[OSM-talk-ie] Electoral district query

I believe you would want to change the tags of the historical ED so the
data is still there but not used as an active ED. It's useful having the
historical EDs available so changes over time are viewable.

Brian (CCed) is a guru when it comes to boundaries (incl. historical
boundaries).
