[Talk-in] offline osm

Dear map hackers!

we urgently need an offline mapping to work on school servers that are 
not always connected to the Internet.  We are going to do mapping in 
more than 1000 schools in the coming two years.  For each of the areas 
where the schools are located, we would like to get the satellite maps 
from ISRO/Bhuvan, if possible.

Please suggest how we can do this? any volunteers who would like to 
create a docker image for this purpose.
