Thank you for bringing the matter forward. For data which can be used by
OSM already, I have had a look at
http://wiki.openstreetmap.org/wiki/IT:Potential_Datasources
and my impression was that permission needs to be granted to use such
data at all, and the permission will also specify which use OSM can make
of the data - i.e. import them or only retrace them. No piemontese data
are mentioned there. When I looked at the italian section of the
international datasources wiki page
http://wiki.openstreetmap.org/wiki/Potential_Datasources#Italy
I found this section on data from the regione piemonte (note the last
sentence):

Regione Piemonte
The Regione Piemonte has put data from their stock online at [12]
<http://www.dati.piemonte.it/> These include a detailed DEM and the CTRN
for the whole of Piemonte down to 1:10000 resolution. Some of the data
are quite old, but potentially still extremely useful (e.g. for streams,
toponyms). The data are under various CC licenses. No permission to use
the data in OSM has yet been requested or given.

So this is why I think OSM can't use the data (yet). Gaining permission
