You can access (most of) the data via one of the OGC interfaces (WFS, WMS,
etc.) listed here: [1]
But the data is not yet "open". For now, we are only allowed to use the
WMS (and TMS/WMTS) for mapping, but that's it.
However, it was announced (e.g. here: [2]) that the data will be opened
"soon". There already is a decision by the Landesregierung that clears the
path for this, but the public authorities are still discussing things like
licensing. So, it could require some patience. ;)

Hm. Lately, these tags aren't used on imports anymore, because the origin
of some data is better visible in its object-history (user which added the
data, changeset tags and comments). Also, source tags often get orphaned
if other users edit data later on.
