[Talk-ko] Talk-ko Digest, Vol 23, Issue 2- "place tag"-Gu/ city place names

The labeling system I'm going to use should generally be consistent with
the actual road signs. That's why I'm opting for -gu instead of District
for the English version of the names. There have been occasions where
District was used, but I think the trend is just using -gu nowadays. Same
with stuff like -dong and -gun.

As for Gwangyeoksi, the official translation is indeed "Metropolitan City"
- a short trip to Ulsan's official website http://www.ulsan.go.kr makes
that clear on the logo and at the bottom of the page. But then most of the
road signs only display the name part when written in English, so I'm
dropping the suffix altogether for OSM naming of the cities, whether it's a
regular, metropolitan or special one.

BTW, I think the "digest" has troubles, uh, digesting Korean characters.
It's all coming out as ???. That doesn't seem to help furthering the use of
the mailing list for Korean users...
