[Talk-ko] Someone is removing "sensitive" information

Dear Max and DWG members,
This is a comment on the subject that <Someone is removing "sensitive"
information>.
As a resident in South Korea, I'm so afraid of its severity. There is a
local regulation by Korean government that national security sensitive
facilities/buildings (defined by government's discretion) must be removed
from the maps and imagery. Someone seems to apply the regulation to the OSM
data. I clearly understand Max's note that "If a building is visible on
aerial imagery, then it may be mapped in OSM, no matter whether it is in a
security area or not".
However, I'm concerned that there exist attempts of extending to apply the
local regulation even to OSM database.
Upon Max's questions,
*1. what are good tools to find more of this?*

*2. what are the right steps to do if vandalism like this is detected?*
*> Sending warning message for the first time and revert the changesets. At
continued deletions, blocking the mapper from the access. This is my
recommendation.*
*3. can this be avoided in the future?*

by each individual but by some agreed group of people.*

One more thing to note... The removed buildings have no relevance with
Vworld. It is because that Vworld imagery is under strict control of the
local regulation which had already censored the security sensitive building
footprints. Does it make sense?
Though I can't provide any powerful suggestions, I just wanted to share the
situational awareness. If I can be some help, please let me know.
