Dear Team,

As the political situation in Venezuela continues to decline, HOT has 
Activated to help prepare for the influx of refugees into Colombia.

Due to the difficulty of mapping this densely populated city, and some 
pre-existing errors from prior mapping,*this project is only for 
advanced mappers using JOSM*, who should be aware to preserve by 
amending, rather than deleting, existing mapping.
