I agree with you that street names (in Morocco in OSM) have a preference
for always being in French and Arabic. This way they appear on everyone's
map, whether their principal alphabet is Latin or Arabic.

So I draw the inference that you approve of the old way and not Gary's way.

OLD METHOD (if both French and Arabic names are known)
name=Rue Rabat شارع الرباط
name:ar=شارع الرباط
name:fr=Rue Rabat

GARY's METHOD
name=Rue Rabat
name:ar=شارع الرباط
old_name=Rue Rabat شارع الرباط

The problem with Gary's method is that Arabic does not appear at all in the
standard map(!!!)  See, for example:
https://www.openstreetmap.org/way/514242616

...where the street name (Avenue Ouled Ziane) appears ONLY in French. Note
also that the corresponding administrative boundary is displayed in all
three languages. The Kaart team changed only street names, not city names.

So this is how Casablanca looks today:

name:fr=Casablanca

As to Mario's point, the changes made by Gary took away the Arabic version
in favor of the French (only) version. So in the case of Rue Zair for
example,

name:ar=زنقة زعير

GARY's METHOD
name=Rue Zair
name:fr=Rue Zair

I still don't think this has any connection with the other discussion,
except in that a non-member of the community wants to do things their own
way rather than following the method agreed by the community.

I had not thought about "correcting" the new additions from Kaart, but
rather just restoring the names as they were. I suppose you are right, we
probably should (at some point) do an "automated edit" to bring the Kaart
additions in line with the community standard. But that is a separate
project.

I believe then that the consensus here is very similar to that expressed in
the Belgium section on names, and I have added the following to the wiki:

*About the first mapper rule*
Note that the "first mapper rule" is deprecated now. The consensus in the
.ma community is to use "fr - ar" (or "fr - zgh - ar" if known) for all
name=* and addr:street=* tags, and include specific languages in subtags.
Consistency of data is more important than who came first and what his
preferences are.

I have also added the Casablanca example with this note:
NOTE: the following is acceptable as an alternative for the name:zgh=* tag
name:ber=ⵜⴰⴷⴷⴰⵔⵜ ⵜⵓⵎⵍⵉⵍⵜ

And another section, because the Kaart people said that some signs in
Casablanca use the word "Zanqat" (or "Zankat") rather than "Rue" in French
on the sign.

*About "mapping what's on the ground"*
If the French or Tamazight names are known (even if they are not on a
particular sign), the preferred tagging includes them. In general, Arabic
terms are translated (not transliterated) into their French equivalents:
"Rue" not "Zanqat" and "Avenue" (or "Boulevard") not "Chari". However, if
the sign on the ground uses a word that has been transliterated into Latin
script, follow that.
