[Talk-mw] Malawi Administrative Levels

Thanks for all the inputs.  I added proposed Malawi levels in the
admin_level page:
https://wiki.openstreetmap.org/wiki/Template:Admin_level_10

The levels are as follows:
2 - National border
3 - Regions
4 - Districts
6 - TA/Urban Admin wards
8 - SC/Ward/Area
9 - GVH
10 - Village

@Gumbi and Survey Department - is it possible to import data from the
survey department from Region up to TA?  I can do this import if the
Surveys department would give legal permission.

For villages, I think point/node is enough.
