[OSM-NI] mapping bus stops

What about highway=bus_stop? Should we use this tag for the node on
the road or where the passengers wait? The wiki is not clear about
this.

Here the use of the tag for the place where passengers wait is
recommended: [http://wiki.openstreetmap.org/wiki/Tag:public_transport%3Dstop_area]

And at the examples section of
[http://wiki.openstreetmap.org/wiki/Proposed_features/Public_Transport]
you see that it's used on the road (by noting the blue "icon" on the
map).
