[OSM-np] VDCs in OSM

Hi Prabhas,

It might make sense to try to check with GeoCommons or the World Bank
about the licensing. Just meaning the CC-BY license is applied
generically to all the data on the website, but that doesn't
necessarily mean that data is that license.
