[OSM-np] VDCs in OSM

Thanks for the note Kate. The link ISO
19115<http://maps.worldbank.org/overlays/3238.iso>
under "Metadata" on the right is copied below, and links the CC license to
this dataset quite directly. So I think we are okay on the CC-BY-3.0.

Do you have any recommendations as to how actually to put up data like this
into OSM? Any things we should take note of, based on historical precedence?
