[OSM-np] VDCs in OSM

Actually gadm is already being used in OSM for Zonal Boundary.
http://www.openstreetmap.org/browse/way/45328019 and
http://www.openstreetmap.org/browse/relation/340899.
Gadm States the data as "They can be used for non-commercial purposes only.
It is not allowed to redistribute
these data, or use them for commercial purposes, without prior consent."
OSM can be used for Commercial Purpose Too so there may be some kind of
license issue. we should write to gadm and osm legal.
The boundary in OSM is not accurate, looks like the geometry has been
simplified to remove unnecessary nodes and convert curves to lines. There
are places where osm boundary does not match actual boundary. I checked the
boundary in Gadm, and it is accurate there.
