[OSM-np] VDCs in OSM

Looks like we should redirect this discussion to OSM-legal talk page. Once
the license issue is sorted out, we will be happy to work on the technical
details for uploading data.

It would be great if one of you Prabhas or Amrit could summarize this
discussion and post it to legal talk-page.
