[OSM-np] VDCs in OSM

Although, gadm says "The coordinate reference system is
latitude/longitude<http://en.wikipedia.org/wiki/Geographic_coordinate_system>
and
theWGS84 <http://en.wikipedia.org/wiki/World_Geodetic_System> datum." It
does not match the GPS tracks collected in field. It is in Everest 1830, we
must convert(transform/project) it to WGS84 to be used in OSM.
