[OSM-np] Extracting OSM history for Nepal

The full history dump for Nepal is available at
http://osm.personalwerk.de/full-history-extracts/latest/asia/ . This dump
is little old however and may not serve your purpose of animating edits
over the holidays.

Its been a while that Mapzen have been serving metro extracts which is nice
:).
