Hi,
I agree with Andrew. The official NZ "Gazetteer" can be found as GIS data
here:
https://data.linz.govt.nz/data/category/gazetteer/
All local government agencies must adhere to the namings under the
jurisdiction of the gazetteer.
The metadata described in the points layer (
https://data.linz.govt.nz/layer/51681-nz-place-names-nzgb/) states quite
clearly the intent and jurisdiction of the gazetteer.
