Thanks for quick responses. 

Here are examples for Tourist Routes (Brown shields):

First one is in Auckland and it is brown shielded all the way

The second one is more complex, because on one right side of photo you have brown shield 72 and on right white 72 for the same direction.

Should these routes have tag ref=72 or it should be ref=T 72? Or perhaps tagging ways as ref=72 and creating two relations, one for route 72 and second one for Inland Scenic Route which will contain the same members would be the most suitable solution for these cases?

I would consider this more as pure destination signs than to a route info because there is a motorway junction not so much further north where SH2 starts/ends
There are route markers along the way that shows where SH1 starts and SH 2 ends

Correct. White shields are for Routes in general, Urban Routes is the name used in Auckland.

Are there actually any numbered themed (tourist) highways? AFAIK they all use symbols which can't be put in ref. Themed highways are not official highway references (e.g. for bridge numbers) and should be mapped as route relations only, not on the ways (Routes and State Highways should use both).

It should be whatever is on the ground. NZTA usually updates signs quickly.
