Yes, but that’s not the only thing that needs to be done. Remember that we’re changing the OSM’s definition of the “name” tag (for the special case of New Zealand place names). So, for this to take effect, someone (e.g., Andy Townsend??) also needs to update the web page:
https://wiki.openstreetmap.org/wiki/Key:name
adding some text like:
User groups for particular areas might sometimes apply rules other than ‘on the ground’ to define the “name” tag.
For example, for place names in New Zealand, the “name” tag is defined as described in (link to)

(If we don’t do this, then editors will continue to just assume the OSM’s current definition. Without a link, they’re unlikely to find the new NZ-specific wiki page on their own.)
