[talk-ph] u-turn slots

To add a new way:
1. Click the way you want to edit (i.e Quezon Ave.)
2. Shift-Click to add a point.
3. Double-click the point to add a new way then connect to the other
Quezon ave way.
4. Add proper tags.

I don't know how to add turn restriction relations in Potlatch.
