[talk-ph] Trunks, primaries, secondaries, tertiaries in PH context

With an ongoing discussion on the definition of trunk for Highway Tag
Africa at the HOT mailing list, I think we should revisit again how we
should be defining trunk, primary and secondary. This is a continuation of
previous discussions on road class, except we'll focus on four main road
classifications below motorway (expressways) that had been contentious (and
therefore seldom followed).

Here are my proposed definitions from the 2019-2020 proposal (slightly
modified, borrowing guidelines from an approved 2020 proposal for Brazilian
roads/highways.). I'm also planning to document this proposal in the wiki,
including background and factors behind the proposed change.

- Trunk: main highways linking largest cities  (population: 100k+); large
non-expressway divided highways with partial access control
(overpasses/underpasses, U-turn slots, closures of smaller intersections)
and length of >= 10km.
- Primary: all other major highways linking smaller cities (population:
<100k) and large municipalities/towns (population: 100k+); major urban
roads traversing the city's urban area
- Secondary: lightly traveled roads linking small and medium-sized
municipalities (population: 10k-100k); urban arterial roads linking >= 3
barangays/barangay clusters/districts without turns or forks.
- Tertiary: lightly traveled roads between smaller municipalities (<10k);
all other roads connecting barangays in urban and rural settings.
