I wrote
 I selected both the new polygon and the old polygon and used "Replace
  Geometry" Ctrl-Shift-G which deleted the old polygon but retained the
  attributes and the history.

Does the order matter?  How does it know which one to replace with the
other?

​Apparently, the replace geometry function recognizes the copied polygon is
the newer object.

I should have mentioned that the "Replace Geometry" command is in the
utilsplugin2 <http://wiki.openstreetmap.org/wiki/JOSM/Plugins/utilsplugin2>
plugin which has a lot of nifty commands
