That makes sense.  It's a huge strip mall, and I think some units are
really geolocated, and some are just marked as close to one that is
(that's what LINKED means, I think).  They put up and remove walls all
the time, so the idea that some unit used to be and isn't is sensible.

I think we are only talking about ACTIVE and LINKED now.  (I saw a house
address like 123 that was ACTIVE with a 123A that was LINKED.)  Agreed
about if the point is close to the centroid of an OSM building for stage
1.

We will need to really spot check some of this data, somehow.
