It's strange and foreign seeing CR and PRD all over the place, especially

The CR's can allow public access or not. The CR might be for farming or for
nature conservation. You really can't determine any OSM tag just by knowing
the property has a CR on it.

OSM policy is to use no abbreviations in the name tag. Since CR is a
abbreviation, we should be saying Conservation Restriction not CR. We have
several hundred open space property with "CR" in the name already in Mass,
it is probably an error made during the original open space import.

The massgis open space parcel layer public=R attribute is not reliable. I
wouldn't turn it into an access tag.

Lastly, I am not sure we should even have CR's in OSM that don't allow
public access. None of the data consumers are looking for access=no on
conservation properties. The access tag is always ignored, so they are
rendered the same way an open space property that allows public access. It
is confusing.
