I assume that landuse=reservoir is for the actual body of water, while landuse=reservoir-watershed would be for a protected area of land surrounding the reservoir. The latter often has structures on it and be in private ownership. It may have additional restrictions imposed on its use, e.g. new structures must be even farther from stream beds, etc.
