[Talk-us-massachusetts] reservoir_watershed changes since 2009 import

For what it's worth, I happened upon a landuse=reservoir_protection
object, and it seemed entirely sensible.  I cleaned up tags a bit, but
thought the geometry matched L3 and that the labeling is likely accurate
given aerials.
