Given that the import was a really long time ago -- we can use 15 years
for a rough value -- I would expect almost zero correlation between
quality tags then and now, since 20 years is optimistic between
repavings.

So I would just delete the condition tags whenever touching an object.

I am unclear on how MassDOT updates conditions in terms of process and
frequency.  While this layer is available from MassGIS, AIUI, it is
controlled by MassDOT (which makes total sense).
