If it's going to be dismantled and replaced in ${months:large}, I'd go for
a more dratstic access=no construction=something .
If they quickly announce a short repair to reopen and later replacement
schedule, setting that in the conditional makes sense to me.
( While Greg is indubitably correct that many more users are getting
nearly-live routable-data in modern apps than when wiki caveat was writ,
even 6 months is optimistic for how often I reload OSM into my Garmin.
Probably long overdue since I haven't done a long road trip since start of
plague. )
