I was trying to follow MassGIS's lead, where the page

just got updated to be the newer imagery, and just has a link buried in 
it to the older imagery that they called "legacy".

I agree; just change the existing LiDAR Shaded Relief layer to the new 
imagery, and probably add the Slope imagery too. If people want to 
compare with the older LiDAR for whatever reason, they can hunt for the 
URL to put in directly. (Once it's not in ELI and iD and such, I was 
thinking that the older LiDAR might get moved to the separate "Older 
Imagery" page in the wiki, or maybe its own "Older LiDAR" page.)
