When I said "custom shield rendering", I meant that currently, both Mapnik
and Osmarender lack support for rendering non-trivial shields. I think the
most complex thing you can do is to put a colored box around the text box
for the name label of a way. I think the map would look a whole lot better
if it displayed the actual shield for the locale.

Once we get that figured out, then we can argue about how the renderer
should figure out which shield to draw.
