It seems like an administrative boundary would be appropriate (I'm not clear
on which, though). Depending on how the home owners association was setup
you may also be able to do a relation with all of the
buildings/properties...

As for the actual boundaries if they exist, if it was single parcel (or
multiple) you can find the description of that parcel at the city/county and
map from there.
