I have had success providing feedback to: BGNEXEC at usgs.gov. They have
a small staff, so it may take them awhile to get back to you,
especially for complicated issues that require some research on their
part (e.g. not exact duplicates). I believe in the case of exact
duplicates they keep the lower numbered feature.
Duplicates often occur when a feature straddles a USGS 1:24K sheet
boundary or a state boundary.
