That is a really good point. TIGER is weird in so many different ways,
even I keep running into things I never thought would make it even
into TIGER.
I wouldn't really know how to classify the problems you see in TIGER,
though. Misalignment is definitely a major one. Misclassification as
well, due to dubious choices at import (most 'residential' should
actually be 'unclassified', for example) and there are lots of roads
that I would tag tertiary that are lowest paved road class (A41,
mapped to residential in OSM). Others?

I would love to collect a few 'worst practices in a blog post on
openstreetmap.us - anyone willing to do a guest post?

In general, I would venture to say unedited TIGER can almost certainly
be improved using Bing imagery anywhere in the US.
