I think people react stronger to "here is something specific that is
missing, go create it"  then they do to "these things might get messed up
or deleted if you don't remake them"

The more straight forward a task, the better the response.  Also the less
subjective judgments needed the better.
Also always presenting a new problem area on completion encourages
continual usage.

This process could be reused to simi-manually import data that can be
verified via sat or other layers.  Or to fix imports of questionable
quality in the same manner.
