http://layers.openstreetmap.fr/?zoom=5&lat=39&lon=-90&layers=B0000FFFFFFFFFF
TFFFFFFFFFF shows admin_level=6 boundary relations. It might take a second
to load. Coverage of polygons is actually very good.

I'd say the biggest problem is ways that almost overlap and should be
shared, but don't.

As random examples see http://www.openstreetmap.org/#map=15/36.2061/-95.7886
or http://www.openstreetmap.org/#map=16/32.2600/-80.9969

The Canada/US border in Vancouver used to be a particularly horrific
example. The countries shared a way, but there were separate ways for the
cities of Surrey and Blaine as well as the GVRD, Whatcom County, British
Columbia and Washington State meaning if you drew a line going north/south
you'd cross 7 ways, all slightly different.
