I have seen lots of “bike shedding” on this and I am of the opinion that landuse=forest should be removed from the US national forest boundary relations. But I was unaware that a consensus had been achieved. If it has, perhaps the wiki page at http://wiki.openstreetmap.org/wiki/US_Forest_Service_Data#National_Forest_Boundaries can be brought into conformance with that consensus.
